MORTH issues guidelines for establishing Authorized Vehicle Scrapping Facility

India – The Ministry of Road Transport and Highways (MORTH), based in New Delhi in mid-October released draft guidelines for establishing a vehicle scrappage centre in India, which sets out the methodology for how companies can establish and operate an Authorized Vehicle Scrapping Facility (AVSF) in India. Draft proposals have been released on the MORTH website and sent to all state transport offices for consultation and comment by November 15, 2019.

Companies applying for AVSF are also expected to obtain no objection certificates from their respective state pollution control board. The proposed guidelines stipulate the minimal technical requirements for the dismantling centre as specified in guidelines issued by the Central Pollution Control Board. Environment, quality management and occupational health and safety certification must be obtained within six months of starting operations, according to the guidelines issued for comments from stakeholders, including the public.
