California approves phased ZEV mandate, taking effect from 2024

USA – The California Air Resources Board (CARB), the government agency responsible for drawing up regulations concerning air pollution for the state of California, has approved the Advanced Clean Fleets (ACF) rule, a zero-emission vehicle mandate which will take effect in stages starting from 2024. 

With some exceptions, every major fleet operating in California will be given one of two options: either, fleets can commit to purchasing only zero-emission (i.e., battery-electric or fuel cell-electric) vehicles from 2024 onwards; or, they can agree to comply with a series of “ZEV Milestones”, which will require their fleets to be composed of an increasing proportion of zero-emission vehicles over the next two decades. These regulations will affect medium- and heavy-duty vehicles, off-road terminal tractors, and light-duty mail and package delivery vehicles.
