US electric vehicle market will continue to grow despite new government, says State of Sustainable Fleets 2025 Market Brief

USATRC, an environmental consulting and energy engineering firm has published its sixth market report on the state of sustainable fleets in the United States, providing updates on the development of zero- and low-emission sales in 2024 and on policy changes which will affect the market in 2025. This year’s report arrives in the first few months of a new administration which intends to upturn the consensus on electric vehicles. During the Biden administration, new federal programmes followed preexisting state incentives in supporting the expansion of battery and hydrogen vehicles and infrastructure. Now, the Trump administration seeks to rollback the federal support and target certain state programmes which require federal approval to function. However, the State of Sustainable Fleets 2025 Market Brief predicts that electric vehicle sales will continue to grow in the U.S., in spite of the new administration’s removal of support.

The market brief describes the current moment as a “period of peak complexity”, with renewable diesel, biodiesel, natural gas (renewable & non-renewable), battery electric, and hydrogen competing with conventional options and amongst each other for the top spot as America’s “fuel” of choice among commercial fleets. The agenda of the new administration has created “a complex landscape for fleets navigating the transition to sustainable technologies”. The state of California, for a long time the union’s most stringent administration when it comes to emission standards, has decided to temporarily withdraw its zero-emission vehicle mandate. The market brief argues that fleets in California will now be able to take “a more flexible approach in technology adoption”, and it predicts a livelier market for sustainable fleet vehicles as a result.
