Zero emission bus policy in São Paulo boosts e-bus sales in Brazil

Brazil - The first half of 2025 saw electric bus sales in Brazil increase by 141% to 306 units compared with 127 units in the same period in 2024, according to data collected by Fenabrave. However, most registrations, 275 units, were in the city of São Paulo, with many of the remaining 31 buses being registered in cities within the State of São Paulo including São Bernardo do Campo (11 electric buses), Ribeirão Preto (4), Campinas (2), and Barueri (1); reinforcing São Paulo State's leadership on a regional level. The other cities with new bus registrations for the half year were Resende, RJ: 4, Salvador, BA: 3, Goiânia, GO: 3, Taboão da Serra, SP: 2, and Cariacica, ES: 1.
The transition to electric buses in the city of São Paulo is the initiative of the administration of Mayor João Doria in 2018, when Municipal Law No. 16.802/2018 came into effect*. This law established a 20-year deadline (2038) for the bus fleet in the city of São Paulo to be zero carbon dioxide (CO²) emissions, and a 95% reduction in particulate matter (PM) and a 95% reduction in nitrogen oxides (NOx). This legislation, together with some funding, led to testing of electric bus contracts with concessionaires in 2019. Then in October 2022 came the decision by the current mayor, Ricardo Nunes, to ban the introduction of new diesel buses altogether within the São Paulo public transportation system. In addition to the electric buses in operation in the city of São Paulo, it has 201 trolleybuses in operation.
